No More Designer Number Plates

The district administration is all set to take action against the designer number plates used by many vehicle owners of the state on their two-wheelers and four-wheelers.
Ranchi deputy commissioner, KK Soan said that it has been observed that a large number of vehicle owners use designer number plates on their vehicles which is against the Motor Vehicles Act.
A large number of owners use designer number plates on their vehicles which include flags of other countries, quotes and drawings. It also creates obstacles to the traffic constables to note down their number in case of the traffic rule violations in state capital.
District transport officer Ajai Kumar singh said that the fancy letters should not be used on the number plates. If such cases would be found, the driver would be fined up to Rs. 100. He said that commercial vehicles should paint the registration number in black on yellow background and all the other vehicles should have the number in black on white background. All the letters should be in English and figures shall be in Arabic numerals.
 

Fear of Re-emergence of Swine Flu in Jharkhand

There is a fear of swine flu being back in Jharkhand. A girl was admitted in Mahatma Gandhi Memorial Medical College and Hospital (MGMCH) in Jamshedpur on Monday as she was showing symptoms of swine flu followed by three more suspected cases on Tuesday.
The news has aroused fear of a re-emergence of the epidemic, which has already claimed 4 lives in West Bengal ad affected 122 people. There are also reports of swine flu spreading in Orissa.
Indranil Das, Abhishek Kumar and Akhilesh Kumar Dubey, all studying in Orissa, came back to Jamshedpur following reports of an epidemic in Orissa. All three were admitted in MGMCH with symptoms of swine flu.
The Patients have been examined and were advised to remain at home in isolation. They have also been asked to cover their faces with masks until they are fully cured.
District civil surgeon, Dr. Dipali Dey, has asked all major private hospitals and the MGMCH authorities to prepare isolation wards for dealing with suspected cases of swine flu.

Celebrating India’s I-Day to Defy Militants’ Diktat

Whenever India’s Independence Day and Republic Day approach, the armed militant groups of Northeast try their best to impose a ban on the auspicious Days. So when the Nation was preparing the forthcoming I-Day, at least five banned outfits of the trouble-torn region had issued the diktat calling for a 15 hour general strike staring from the early hours of August 15.

But the journalists and patriotic citizens of Assam have decided to hit back the militants as usual and maintained their preparations for the celebration at Guwahati Press Club with various programmes. The journalists will hoist the National flag at 11 am on the press club premises, according to a statement issued soon after the militants’ diktat, which will be followed by the performance of patriotic songs.

It may be mentioned that militant outfits including the dreaded United Liberation Front of Asom issued a statement recently and asked the people of Northeast not to celebrate the I-Day. The statement, sent to media houses, argued that the security forces (of India) had created a war like situation in Assam. Hence they appealed to the common people to boycott and prevent the celebration as a mark of solidarity against Indian colonial occupation and military repression in the region.

The general strike, supported by National Democratic Front of Boroland, Kamatapur Liberation Organisation, Manipur People's Liberation Front and Tripura People's Democratic Front too, exempted the essential services like medical, water, electricity, fire brigade,

However, the Journalists’ Forum, Assam came with the declaration that Assam had always been a part of the history of India. The immense sacrifice of the martyrs from Assam, who laid down their lives in the freedom-movement, needs to be recognized and the I-Day and R-Day are two such occasions to pay our homage to those national heroes.

“The great patriots like Kushal Konwar, Kanaklata, Mukunda Kakoti, Tilak Deka, Bhogeswari Phukanani and many brave hearts from Assam laid down their lives opposing the British colonial rulers,” a JFA statement said adding, “And because of their supreme sacrifice we are an independent nation today and we have the moral duty and responsibility to pay tributes to the martyrs and salute the National Tricolour on these special days.”

Tiny-Tots Celebrate Independence Day

Ranchi: The tiny-tots of Eurokids, Upper Bazar Centre, celebrated Independence Day on Saturday. Smartly dressed in the school uniform and totting the tri-colour proudly, the children presented many patriotic songs and dance.
All the children yelled ‘Jai Hind’ and ‘Bharat Mata ki Jai’ in a chorus, much to the wonder and amazement of all the parents present at the function. The children received thundering ovation for their presentation of ‘Sare Jahan se accha Hinustan hamara’ song.
Puja, Preeti, Jyoti, Shweta and Drishti managed the show.

2 For Dhoni and None For The Businessmen

Many traders and industrialists who have been denied license to procure arms are using Dhoni’s case as a shield.
The state allowed Dhoni to purchase a 9 mm pistol after he got the clearance from the union home ministry even after having z plus security and a license for 7.65 mm pistol since 2006.
Bikas kumar Singh, secretary of federation of Jharkhand chamber of commerce and industries (FJCCi) says that it has become a habit of the government to doubt the intention of unarmed and vulnerable businessmen applying for arms license. He further questions the logic behind giving two different licenses to Dhoni even after having z plus security. He says that according to the government, it would not mind giving license to “genuine” applicants but it thinks that keeping arms has now become a status symbol in the state.
Virendra Singh, secretary to commissioner, South Chhotanagpur, says that they forward all applications to the respective deputy commissioners for their consent and adds that several applicants had no genuine reason for procuring arms.
As per FJCCi records, criminals have killed 53 businessmen in 2009 and atleast 25 this year.
 

National Conference On Nutrient Management In BAU

International Plant Nutrition Institute (IPNI) in collaboration with Birsa Agricultural University (BAU) is to organise a three day national symposium on ‘Future strategies for nutrient management research’ from August 17-19 at BAU.
40 leading scientists from state agricultural universities, ICAR institutes, CIMMYT Nepal, International Rice Research Institute, Philippines and Fertilizer Association of India are going to attend the meet. BAU vice chancellor Dr. N N Singh and ICAR deputy director general Dr. AK Singh would also address the participants.
Dr. AK Sarkar, dean, faculty of agriculture and convener of the symposium sad that the national food security was under stress due to soil health degradation in many parts of the country. Poor and decreasing soil organic matter, deficient level of secondary and micro nutrient mining by crops have resulted in stagnation in productivity during the last decade, which need immediate attention of scientists and planners.
 

Screening Peepli [LIVE]

Peepli [LIVE], one of the most talked about and most awaited film of the year got released today on 13th August 2010.
Peepli Live was screened to the critics days before its release, and that shows the confidence of its makers.They seem to be sure of their final product, because it takes lots of guts to premiere early, for the simple reason that bad reviews could affect the opening of any film. But as expected, Peepli Live received accolades from all quarters. It is expected to earn huge in spite of lack of stars.
Peepli Live sheds light on the struggle of farmers in India and also tells how the people right from the politicians to the bureaucrats, the television reporters and the local people try to exploit a situation to their advantage.
The story is about two brothers who are struggling to pay back the loan taken for their mother’s medical treatment and are at risk of losing their land if the loan remains unpaid. A local politician advised them to commit suicide, as the compensation of the government, on such an act, would be able to help the family get out f the burden of loan. Thus, Natha, the younger brother agrees to comimit the act for the peace of family.
The story is published in a newspaper, and then reported on national television and soon the topic becomes ‘Breaking News’ on all leading News Channels, which in turn Kicks off a political stir.
As every channel tries to be one step ahead in reporting the matter things take a different turn all together.
The music of the film has however been in some controversies, first the song ‘Mahngai dayan’ and now the most recent ‘Chola maati ke ram’ over which the film has been caught in a plagiarism row.
“Chola Maati Ke Ram” was originally composed by Gangaram Siwar(1930-1982), a celebrated folk singer of Chhattisgarh in 1978. The protestors say that song has been used in the movie without giving any credit to Siwar and are demanding that his family which is living under poverty working as daily wage earners should be financially remunerated in addition to giving credit to Gangaram Siwar for the use of his song. However, the Habib Tanvir Theater group which has recorded the song for movie maintains that the group has officially purchased the rights for the song and protesters do not need to protest.
Though, it looks like the controversy will do more good than harm, as it will surely give a huge publicity to the film.

Selected As BDOs But Rejected For Being Underage

Five candidates, who had cleared the Jharkhand Public Service Commission (JPSC) examination in 2008, could not get job for being underage. The candidates had cleared the preliminary, main test and interview held in 2008-09 and went to het their appointment letter from the governor MOH Farookbut were declared underage at the last moment and had to return empty handed. The Deputy Director of Sri Krishna Institute of Public administration (SKIPA), Ranendra Kumar conformed the incident by saying that their names were dropped from the list after they were found underage.
Shikha Kumari, Shyamli bara, Pankaj Kumar, Meenakshi Prasad and Nisha Murmu were the five unlucky candidates who had to suffer the loss.
The eligibility age for appearing in JPSC exams is 22 and neither the Jharkhand Public Service Commission nor the Personnel Department could spot the error in the preliminary round held in 2008 or the main test held in 2009. They failed to notice this even during the paper and certificate scrutiny held in July – August this year.
The Decision has come about as a rude shock to the five candidates. Two of them – Meenakshi Prasad who was working with Bank of India and Sikha Kumari who was a lecturer in Patna Women’s College even quit their previous job when they got the offer letter from the state government.
SKIPA deputy director, Ranendra Kumar and Ms Saroj , deputy secretary, Personnel Department points out that JPSC was responsible for the lapse.
JPSC chairman A K Sengupta said that clarification had been sought from JPSC regarding the lapse, but maintained that the commission agency is solely responsible for conducting examinations and publishing results.
Meanwhile the government in consultation with JPSC is trying to find out whether the underage candidates could be accommodated in the police services for which the minimum age is 20 years. The decision however would be left to the candidates.

Before this episode also five DSPs selected by JPSC were terminated on the charges of criminal conspiracy for getting the employment. All these incidents are projecting a bad reputation of JPSC and questioning its credibility.

Drought-Hit Jharkhand, Boon for Some Farmers

Over 90 Kilometres south-east of capital Ranchi towards the Chandil dam are 48 villages residing 50,000 people for whom the prevailing draught has turned out to be a boon.The dam is an ambitious World Bank project meant to irrigate fields in Jharkhand, Orissa and West Bengal.
These villages are declared ‘to-be submerged villages ‘. In order to store water up to 180 meters above sea level to fight draught, the state irrigation department has shut all 13 radial gates of the dam. If it pours, water level will rise submerging all the identified 48 villages. Another draught, on the contrary would mean preventing displacement of 50000 people by another year.
In 1997 the dam water rose to 181 meter mark despite the radial gates being open which caused wide spread damage. The conditions are set to turn worse with the radial gates now shut. The Chandil dam superintending engineer says that the villagers are refusing to vacate despite being adequately compensated and assured of rehabilitation several years back. He even adds that the god may be favouring the villagers for the time being but they will have to vacate the area sooner or later.
The villagers, on the other hand are alleging fraud and cheating by the authorities. They have threatened to prefer drowning than turning refugees.
Ambiks Yadav, 49, resident of Ichhagarh village leads the anti-displacement agitationin the area. He says that when the papers were signed for giving up the land and shifting to rehabilitation centers, the villagers were promised third and fourth grade jobs, besides well planned rehabilitation colonies. All those assurances have fallen flat and the villagers feel cheated.
As per the norms, only those in possession of Vikas Pustika – an identity card given to those who carry valid birth certificate- would be eligible for the compensation of Rs. 1, 89,000. In neighbouring Orissa, the tribals displaced by irrigation projects get Rs. 5, 85,000.

FIR Lodged Against Koda and Five Other Ex- Ministers

The Central Bureau of Investigation (CBI) registered FIR against former chief minister Madhu Koda and his former cabinet colleagues – Kamlesh Kumar Singh, Harinarayan Rai, Enos Ekka, Bandhu Tirkey and Bhanu Pratap Shahi allegedly for accumulation of disproportionate assets.
The agency lodged the FIR following a Jharkhand HC order of august 4. The court had transferred the ongoing vigilance probe against these former ministers to the CBI.
The CBI SP, R C Choudhary says that the FIR has been lodged against the six accused under various sections on IPC and Prevention of Corruption Act. He further adds that the transfer of the case from the vigilance Bureau to the CBI will not change the present status of the accused and those who have been arrested will continue to remain in jail.
However, the CBI is still to decided on which of its branch will investigate the matter. Sources in CBI informed that considering the vastness of the case and load at CBI’s Ranchi Branch, the territorial jurisdiction of case might be split to two parts. It is likely that the CBI will also involve branches other than Ranchi to investigate the case.

रांचीः जेपीएससी फर्जीवाड़े के पर्दाफाश के बाद अब कार्रवाई का दौर शुरू हो गया है। जेपीएसएसी से पुलिस डीएसपी बने पांच लोगों को नौकरी से बर्खास्त कर दिया गया है। राज्य के ग्रृह विभाग ने एक अधिसूचना जारी करते हुए डीएसपी के रूप में कार्यरत मुकेश कुमार महतो, रवि कुमार कुजूर, शिवेन्द्र, हरिहर सिंह मुंडा और राधा प्रेम किशोर को नौकरी से निकाल दिया है।इनपर आपराधिक साजिश कर नौकरी हथियाने का मुकदमा भी चलेगा। बर्खास्त डीएसपी राधा प्रेम किशोर और मुकेश कुमार महतो क्रमश: वरिष्ठ कांग्रेसी नेता राधा कृष्‍ण किशोर और  प्रदेश के पूर्व गृहमंत्री सुदेश महतो के भाई हैं।

झारखंड में छह माह के भीतर नौकरियों की भरमार

जेपीएससी की दरकती विश्वसनीयता और लगातार घटते मानव संसाधन से चिंतित राज्य सरकार नियोजन संरचना में सुधार के लिये व्यापक योजना पर काम शुरू कर चुकी है। मुख्य सचिव की मानें तो अगले छह माह के भीतर राज्य में भारी संख्या में नियुक्तियां होनेवाली हैं। जेपीएससी की परीक्षा प्रणाली में भारी बदलाव के अलावा सबऑर्डिनेट सर्विसेज बोर्ड नाम से एक नई संस्था का उदय भी होगा।
झारखंड बने दस साल हो गये] क्लासवन अफसरों को छोड़ कोई भी नई बहाली नहीं हुई। विभागीय इंस्पेक्टर] क्लर्क] राजस्व कर्मचारी] वीएलडब्लू] पंचायत सेवक, जैसे पदों पर रिक्तियां बढ़ती गयीं। सरकारी तंत्र जर्जर होता गया। अब लगता है] राष्ट्रपति शासन में सरकार की चेतना जागी है। चार महीने पहले बने मुख्य सचिव ए के सिंह बताते हैं कि नियोजन संस्थाओं में आमूल-चूल परिवर्तन के बिना सरकारी तंत्र में सुधार संभव नहीं। फौरी तौर पर लिये गए निर्णय के तहत सबऑर्डिनेट सर्विसेज बोर्ड/कमीशन का गठन इसी महीने पूरा हो जाएगा। इसके तहत सप्लाई] एक्साइज] कोऑपरेटिव] लेबर आदि विभागों के इंस्पेक्टर से लेकर रेंजर] फॉरेस्टर क्लर्क और त्रीतीय-चतुर्थ श्रेणी के कर्मचारियों की बहाली अब पूरी तरह केंद्रीभूत होंगी। दसवीं] प्लस टू और ग्रैजुएट योग्यताओं के लिये तीन अलग अलग लिखित परीक्षाएं होंगी। इंटरव्यू नहीं होगा। मुख्य सचिव का दावा है कि अगले छह माह के भीतर राज्य भर में बहालियां पूरी कर ली जाएंगी।
मुख्य सचिव स्वीकारते हैं कि हालिया घोटालों से जेपीएसएसी की छवि दरकने लगी है। दस साल में मात्र तीन परीक्षाएं हुईं] उसका भी हश्र क्या हुआ] जगजाहिर है। परीक्षाएं नहीं होने से क्लासवन अफसरों की भारी कमी हो गयी। राज्य में 260 प्रखंडों के एक बीडीओ और एक सीओ बहाल करने के लिये 520 अफसर होने चाहिए] जबकि अभी राज्य में मात्र 216 डिप्टी कलक्टर हैं। काफी सुधार की जरूरत है। आरंभिक तौर पर जेपीएससी का वार्षिक कैलेन्डर तैयार कर लिया गया है। अब हर साल अगस्त माह में परीक्षाएं होंगी। परीक्षा प्रणाली में इंटरव्यू के अंकों को काफी कम कर दिया गया है। मुख्य सचिव मानते हैं कि इंटरव्यू के कारण चयन प्रक्रिया दूषित हुई है] भ्रष्टाचार को बढ़ावा मिलता रहा।

Dispossessed Adivasi is Hunted as a Criminal

The sad story of impoverishment of the Adivasi: A few examples will suffice. Gladson Dungdung is a young human rights activist and writer. His family had 20 acres of fertile land in Simdega district, Jharkhand . It was forcibly acquired by the govt for the construction of a dam at a terribly low rate. The compensation for the 20 acres fertile land the family got was Rs. 11,000. Even by minimal standards, it should have been at least Rs. 20 Iakhs. This is just one example among many many such deprivations. Is this not deliberate impoverishment of a people s?
2. The Suvernrekha Project in Chandil, Jharkhand, displaced 120 villages and alienated 43,500 acres of land from the Adivasi, Moolvasi communities. A rehabilitation package was worked out 27 years ago. But it has not been implemented in about half of the villages. Yet people of these villages have lost every thing they had. To add insult to injury, the project management wants to close the radial gates of the dam which will inundate 44 villages awaiting rehabilitation Is this not a deliberate act of deprivation of a people?
3. Heavy Electricals Company (HEC) in Ranchi displaced 12,990 families and alienated 9,200 acres of land from Adivasi, Moolvasi communities. Of this, about 2000 acres of acquired land has been lying idle during half a century. This surplus land should as per law be returned to the original land owners. But the govt is giving it for real estate housing for the well-to-do. Is this not a deliberate violation of the legal rights of a people?
4. During the past five decades, about 17 lakh of Adivasis & Moolvasis have been displaced and about 24 lakh acres of their land has been alienated from them at minimal compensation. Of the displaced, only 25% have been resettled. The remaining 75% have been neatly forgotten. This whole process of dispossession took place without any rehabilitation policy in place. Is this not a deliberate dispossession of a people ?
5. The sad story of annihilation of the Adivasi:

Now big giants in the form of national & multinational companies are landing in Jharkhand, Chattisgarh, Orissa like devouring lions to capture huge tracts of Adivasi /Moolvasi land in view of looting the mineral riches. Over 100 MoUs between the govt and respective companies have been signed in Jharkhand alone, threatening the take over of 1,04,000 acres of land. There is no estimate of how many hundreds of villages, how many thousands of families, how many lakhs of persons will be displaced. All this is done without any reference to the gram sabhas which is a requirement as per the PESA Act. Is this not a calculated move by the ruling capitalist class to further impoverish the Adivasi / Moolvasi people ?

6. Having been pushed to the wall during all these decades, the Adivasi/ Moolvasi people have reached a stage when they cannot be pushed any more. They have decided to take their life back into their hands. Clear Resistance Movements are emerging through which they have begun to tell one and all that they will not part with any of their land to any company. Consequently, big companies demanding big chunks of land have not been able to open shop in Jharkhand. A clear assertion of people’s power.
7. And this is what the capitalist ruling class, the Indian govt, the corporate houses, the urban middle class, the bureaucracy cannot tolerate. They cannot understand how and why the poor Adivasi / Moolvasi farmers can defy the mighty power of the state and the powerful corporate houses. So they have compelled the Indian Govt to declare Operation Green Hunt against the Adivasi and the Moolvasi. It is actually a hunt for the green fields and green forests of the tribal region of central India, because it is beneath the green fields and green forests lay a treasure of minerals of all kinds. And the corporates want to loot them by all means. This is the last straw on the camel’s back, after which the tribals of central India will be wiped out of existence. Is this not a malicious move against the Indigenous People of India?
8. Now, how to go about doing this act of annihilation? It has to be done in a cleverly manipulated way so that the general usually unthinking majority of the population can be carried along so that the act of extermination does seem justified. Terrorism, extremism, Maoism, Naxalism and the urgent need to counter them is continuously splashed in electronic & print media and the general unthinking public accepts the state’s action of annihilation as legitimate. The stage is now set for the drama of finishing off the extremists by pouring in thousands of para-military forces equipped with sophisticated weapons especially in those areas where there is an abundant stock of minerals.
9. The villages inside jungles or adjoining jungles are occupied by these mercenary forces. School buildings are occupied thus putting an end to rural children’s education and by the same action stopping the mid-day meal to the children for most of whom that is the only full meal they get to eat. All the young men in these villages become suspects; they are picked up, abused, tortured, arrested in the garb of being ‘naxalites’. Young women wearing salwar-kamiz clothes are abused as being aides of naxalites and ordered to wear saries or school uniform. Grown up men are also beaten up because they do not give the expected answer to the queries of the occupying forces. People are not allowed to have small meetings by themselves as also not allowed to travel out of their villages. Women and children are prevented from going into the jungle to collect minor forest produce. For the first time in tribal history, the village bazaars are closing down because people cannot bring forest produce to buy and sell. The whole village is tense and a sense of fear prevails.
10. How long will the people live in such an atmosphere? The sad fact is that poverty is deepening in rural tribal areas. Added to this is the fact that monsoon has failed last two years, and a people who survive on mono-monsoon-crop have nothing to eat. Hunger and malnutrition is a stark reality. The Multidimensional Poverty Index (MPI) done recently by Oxford University points out that the eight central Indian states have more poor people than all the sub-saharan African countries put together. Its estimate of poverty in India is: 81% of Scheduled Tribes, 66% of Scheduled Castes, 58% of Other Backward Castes are poor as per the measures of MPI. Why doesn’t the govt do some thing about this rather than hunting the hungry Adivasi people in the name of ‘naxalites’?
11. Finally, the police and CRPF are indiscriminately using The Unlawful Activities Prevention Act (UAPA) picking up young men from inside buses, from inside their houses, from village bazaars. Most often one does not know where these young men are taken and what happens to them. The judicial process of producing arrested persons before a magistrate within 24 hours has been dispensed with . The tribal areas of Jharkhand, Chattisgarh, Orissa wear the look of ‘police state’. The electronic and press media are playing to tune of the govt. A frightful situation indeed. At the same time, the laws which are in favour of the Adivasi/ Moolvasi, such as The Panchayats (extension to Scheduled Areas) 1996, The Forest Rights of Scheduled Castes and other traditional forest dwellers Act, 2006, are not implemented. So the principle seems to be “starve them, shoot them and finish them”!

What is awaiting the Adivasi and Moolvasi People of central India in the near and distant future is difficult to predict. One thing is certain: the corporates, the capitalist ruling class, the Indian State, the urban middle class want to see the end of the Indigenous People of India.

Endless Cry In The Red Corridor

After the arrival of the Monsoon, the city dwellers are enjoying the cool weather. The farmers are busily preparing their paddy fields. However, the atmosphere in the red corridor is more or less the same, a mood of anxiety, uncertainty, fear, pain and shock prevails in the region. Perhaps, one could hear the endless cry in the village like Sosokuti, which is a Adivasi dominated village comprises of five hamlets – Barulata, Hesahatu, Kochasindri, Sosohatu and Sosokuti situated in the middle of Balanda, Mosanga and Sosokuti forests in Arki block, which comes under Khunti district in Jharkhand. These forests are also known as the abodes of the Maoist Guerillas. Interestingly, Sosokuti is merely 75 kilometers far from Ranchi the capital city of Jharkhand however the state has completely failed to content the discontents. Consequently, the Indian State included the village in the part of the red corridor and a camp of the Security Forces was established in the Primary School, at its neighbouring village Mosanga. Now both the parties – the Security Forces and the Maoists have been exploiting the innocent villagers but they can do nothing except shouting, weeping and crying.

It is obvious that the Security Forces have terrorized the atmosphere in the villages. Frankly speaking, when a vehicle enters into a remote village, it becomes fun for the children. They start running behind the vehicle. However, the situation is just opposite in Sosokuti village. Whenever, a vehicle enters into the village, all the villagers including children, women and men run away to hide, shield and protect themselves. These days, the police visit to the village all most everyday and humiliate, beat and torture to the innocent villagers and also destroy their food and shelter. Therefore, they assume that each vehicle entering into their village belongs to the Police. However, there is some special rule, which only few people know that if anyone blows the vehicle’s horn before entering into the village that means the vehicle does not belong to the police therefore the villagers have nothing to worry about. Once the vehicle enters into the village by blowing horn, the villagers’ gather nearby the vehicle immediately assuming that some one is there to hear them in the village. Once you start hearing them, all most everyone wants to tell you the painful, shameful and heartbreaking experiences, which they face almost everyday in the red corridor.

Creating livelihood crisis:

There are about 2500 people live in Sosokuti village, whose livelihood is based on agriculture, forest produces and daily wage. However, there is a huge livelihood crisis in the village after launching of the anti-Naxal operation widely known as the ‘operation green hunt’. Earlier, each and every family used to earn Rs. 100 to 150 per day by selling firewood, leaf and other minor forest produces in the local markets. Now the villagers have stopped going to the forests in fear of losing their lives while collecting the forest produces. According to Sufal Muda of Sosokuti, who used to sell the firewood, the police exploit the villagers in the forest. He says, "Police can catch us, shoot and project it as a case of the encounter therefore we can not dare to roam in the forest".

35 year-old Etwari Devi of Sosokuti village is a daily wage labourer lives in the village with her husband Arjun Lohra (40), mother-in-law Sokhi Devi (70) and 14 year-old son Rajan Lohra. Her family earns the livelihood through daily wage and selling of the firewood. Presently, she has been working in the road construction scheme under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA). On July 8, 2010, when she was busy in road construction, the Security forces entered into her house after breaking the locked door, poured the cooked food (rice and vegetable) into the wood-burning stove and scattered the utensils. In the evening when Etwari returned home with the hungry stomach, she was stunned to see the broken door, scattered utensils and spoiled food in her house. She says, "I knew that the Police must have done this. However, I wanted to be confirmed therefore I asked my neighbour Ambika Devi who was present in the village when the incident took place, told me that the police had entered into my house". Suddenly she became angry and says, "Ask the police to give us food, cloth and shelter we’ll desert the village if living in the village makes us the Maoists. She questions, "The police torture us in the day and the Maoists in the night, what is our crime we want to know?"

A meaningless war between the State and the Maoists has terrorized the village atmosphere, which is resulting in migration of youth to the cities for ensuring their livelihood with the peace. Three youth of Kochasindri, which is a hamlet of Sosokuti village, migrated to Panjab where there was no such case of migration before. A brave woman of Kochasindri, Shanti Devi, who fights against the police torture says, "The police humiliate, exploit and torture the innocent villagers after branding them as the Maoists therefore the youth think that it is better to ensure livelihood from the outside of the village rather than facing the police torture while collecting the firewood in the forest". She questions, "Why don’t the police go to the forests and fight with the Maoists instead of exploiting the innocent villagers?" Indeed, the villagers are facing the livelihood crisis, which will increase day by day and the failure of monsoon would just add fuel in the fire.

Happiness is a crime in the red corridor:

Can anyone be surprised to hear that the Security Forces do not want the villagers to lead joyful lives in the red corridor? The painful reality of Sosohatu another hamlet of Sosokuti village reveals the truth. 28 year-old Satnarayan Munda of Sosohatu and 20 year old Basanti Kumari of Nawadih village of Tamar block got married on 30 June, 2010. Thereafter, Satnarayan Munda returned to his village with his newly wedded wife Basanti and the villagers who were part of the marriage ceremony in Basanti’s village. There was a reception party in Satnarayan’s village on July 1 therefore the villagers and Satnarayan’s relatives had gathered in Satnarayan’s house. They did the reception rituals thereafter ate, drank and danced till the late night.

Meanwhile, the Security forces assume the marriage function as a celebration party of the Maoists therefore they went to the village in hunt of the Maoists. It was 4’ O clock in the morning on July 2, nearly 150 security personals blocked Sosokuti from the every corner. Satnarayan Munda’s father Dhan Singh Munda was lying on the bed in his courtyard when a team of the Security forces entered into his house and asked him, "Is it the party of the Maoist? He was stunned to hear the question but replied humbly, "Today, there was a marriage function of my son". Perhaps, the security forces didn’t believe in Munda’s words therefore they continued their operations for hunting the Maoists.

Suddenly, few policemen entered into a bedroom where Satnarayan and Basanti were spending their first night. Basanti states about the nightmare saying, "I was shocked to see the Policemen entering into my bedroom without permission." She questions, "Can any one do this? Who has given right to the police for taking away our personal freedom whenever and wherever they want?" The police dragged out Satnarayan Munda from his bedroom and severely beaten him in front of his wife. Basanti says, "My husband started vomiting and he fell down into the ground. I asked the Police, "What is his crime?" They replied, "He is a Maoist." After a few minutes, the policemen took him with them." "I don’t know what is his crime but of course, I know is, the police blocked my life before the beginning of a new adventure of my life", ‘She added and started weeping.

The police also arrested Dhan Singh Munda, Rekha Kumari, Sunita Kumari, Devilal Munda and another two villagers who were part of the wedding party alleging them of supporting the Maoists. Later on, the police released five of them but Satnarayan Munda and Rekha Kumari were sent to Jail. Ironically, Satnarayan was booked in 17 CLA though the FIR claims that he we keeping the pamphlets of a banned Naxalite organization and working for it but it doesn’t describe about arms. The interesting part is, the pamphlet which the police found from Satnarayan’s residence is issued by a forum called "Operation Green Hunt Virodhi Nagrik Manch", which is headed by a pioneer Human Rights Activist Stan Swami and of course, the pamphlet is also drafted by him only. In fact the police have taken for guaranteed that the every party, function and marriage ceremony to be organized in the red corridor is of the Maoists. The million-dollar question is, do the villagers have no right to enjoy their lives? The villagers are between the sword and the sickle but where will they go in this situation? Who is there to hear their grievance? Do they have right to live with dignity too?

Dress code in the red corridor:

We have heard so many times about the dress code imposed on women by the fundamentalist groups, of course, which is counted under the purview of violation of the liberty of individual. However, anyone would be shocked to hear that the Security forces have imposed (unofficially) the similar kind of dress code in the red corridor. Can you dare to wear a dress, which would be enough to brand you as a Maoist? 14 year-old Lalita Munda of Sosokuti village reveals about the terrible experience, which she had undergone and of course, there are many who undergo through the ordeal everyday.

Lalita left her school after death of her mother a few years back and now plays a role of her mother. On July 8, 2012, about 100 security forces arrived to her village in the afternoon when she was boiling the paddy grains so that she could make rice out of it and cook it later. The security forces entered into her house without permission (remember common men can not enter in the camps of the security force without permission but they can do anything with the power of gun). She heard a voice coming from outside of her house, "Take out her if she is in ‘salwar suit’ and leave her if she has worn school dress". Fortunately, Munda had worn her old school dress, which protected her for the moment.

She says, "The security forces brand those girls as Maoists who wear salwar suit and take them to the police station, torture, molest and even rape them and finally put them behind the bars therefore we can not wear salwar suit". After a few moments she gets angry and says, "If police want us to be naked, just tell us we’ll go naked. We’ll throw our clothes into bay if clothes make us the Maoists". After seeing the rapid growth of anger, one should not be surprised if these girls and women of the red corridor decide to walk in the capital city of Jharkhand nakedly. Are we ready for that? The Indian State must respond the question very seriously because the same villagers have given their mandate to protect their rights.

The peculiar thing about every village situated in the red corridor is, there are more or less the same terrible experiences of humiliation, torture, molestation, rape, and cold-blooded murder of the innocent villagers by the security forces deployed in the anti-Naxal operations. However, no one goes to the police station for filing a FIR against the perpetrators for the obvious reasons. If anyone dares to speak against them is coined as a Maoist and thrown them behind the bars. Xavier Soy of Shiyadih village comes under Kuchai block of Saraikela-Kharsawan district was thrown behind the bars for raising questions against the police atrocity. The Superintendent of Police (Khunti) Manoj Kaushik says, "The villagers speak against the police due to immense pressure from the Maoists, which is part of their strategy to use the villagers in their favour". The pertinent question is why are the people not favouring the police? Is it only because of fear from the Maoist menace? Does it mean the villagers are voiceless? If so, it is a shame for the Indian democracy, which could not empower the villagers for last 63 years?

The most worrying factor is, the way discontent has been growing against the Indian State and the victimization of the innocent villagers by the security forces is just multiplying the anger of the angry masses. The villagers are not against of the Maoists though they have also terrorized them but the villagers are going against the security forces. Therefore, one can only imagine what would happen if every discontent takes up the gun and joins the Maoist folk? In that case, the India State won’t be able to deal the situation. However, the India’s corporate Home Minister P Chidambaram has publicly claimed that he would be eliminating the Maoist menace within next three years by serving the development cola and organizing the licensed killings in the red corridor. But the question may remain unanswered is will he wipe out the discontent of the villagers without addressing the issue of injustice?

Integrated Action Plans for Jharkhand’ s 11 Districts

Ranchi : Planning Commission has initiated the process of preparing Integrated Action Plans (IAPs) for the 35 focus districts; including eleven of Jharkhand. The initiative will be to upgrade the infrastructure in these worst Naxal violence affected areas. Mr. Ajay Makan, the Central Minister of state for home affairs informed Rajya Sabha yesterday in response to a question from Jharkhand’s MP Mr. Parimal Nathwani.
The eleven districts of Jharkhand slated for infrastructure upgradation include Bokaro, Chatra, Garhwa, Gumla, Hazaribagh, Ramgarh, Latehar, Lohardaga, East Singhbhum, Palamu and West Singhbhum. Remaining 24 districts include six from Bihar, seven from Chhattisgarh, two from Maharashtra, five from Orissa and one district each from Andhra Pradesh, Madhya Pradesh, Uttar Pradesh and West Bengal.
All these districts are worst affected by Naxal violence; and the central government is preparing the action plan with the help of respective state governments, district administration and the elected representative; the minister informed.

सरेआम सडक पर गृहणी की हत्‍या

रांची: झारखंड की राजधानी में एक बार फिर अपराधियों का बोलबाला है। मंगलवार, 27 जुलाई, को मेन रोड जीईएल चर्च के साथ एक गृहणी अंबिका सरावगी को दो अपराधियों ने गोली मार दी। अंबिका निश्‍चित दिनचर्या के तहत क्‍लब रोड स्थित एक देसी खटाल से दूध लेने गयी थी।

यह घटना सुबह साढे सात बजे की है। मेनरोड में उस समय भी काफी चहल पहल रहती है। एक मात्र चश्‍मदीद, एक भिखाडी के अनुसार, अंबिका के पहुंचने से पहले चर्च गेट पर दो युवक काफी बेचैनी से किसी की राह देख रहे थे। अंबिका जैसे ही पहुंची, दोनों उसपर झपट पडे। अंबिका गिर पडी, लेकिन तुरंत बाद तमतमायी हुई उठी और युवकों से जा भिडी। इसी बीच एक युवक ने पिस्‍तौल निकाल अंबिका पर दो गोलियों दाग दी और वहां से रफू-चक्‍कर हो गये। अंबिका जमीन पर छटपटाती रही। बाद में आसपास के राहगीरों ने उसे निकट के राज अस्‍पताल पहुंचाया, जहां डाक्‍टरों ने पुलिस का मामला बताकर केस लेने से इंकार कर दिया। फिर अंबिका को गुरूनानक नर्सिंग होम पहुंचाया गया, जहां चिकित्‍सकों ने उसे मृत घोषित कर दिया।

हत्‍या का मामला

रांची पुलिस के अनुसार, यह मामला राहजनी-छिनतई का नहीं, हत्‍या का है। विस्‍तृत जानकारी के अनुसार, अंबिका शहर के एक पुराने व्‍यावसायी परिवार की बहु थी। घटना स्‍थल से मात्र 100 मीटर की दूरी पर ओल्‍ड सिविल सर्जन बंगले में उसका परिवार रहता है। सरावगी परिवार यहां दशकों से रहता आ रहा है। स्‍व. रीखब चंद सरावगी परिवार के मुखिया थे। उनके सबसे बडे पुत्र विजय सरावगी की छोटी बहू अंबिका का मायका मोतिहारी बताया जाता है। उसके पति उत्‍तम और जेठ राकेश दवा व्‍यावसायी हैं। इस सनसनी खेज घटना के बाद रांची पुलिस जोरों से हरकत में आयी। एसएसपी प्रवीण सिंह ने मामले की प्रारंभिक जांच के बाद मंगलवार शाम को मीडिया से बताया कि मामला बिल्‍कुल कोल्‍ड ब्‍लडेड मर्डर का प्रतीत होता है।

हफ्ते भर पहले दो युवक अंबिका से उसका पता पूछ रहे थे

पुलिस की आरंभिक पूछताछ में पता चला है कि चंद रोज पहले, बाजार से लौटते वख्‍त दो युवकों ने अंबिका को रोका था, और उसकी पहचान करने के तौर पर उसका पता पूछा। अंबिका ने घर लौट कर पति एवं संबंधियों को यह जानकारी दी लेकिन परिजनों ने उसकी बातों को नजरंदाज कर दिया। लोअर बाजार थाना के पुलिस अधिकारी कहते हैं कि उसी वख्‍त परिजनों ने पुलिस से संपर्क साधा होता तो शायद अंबिका की जान बच सकती थी।

गुरूजी पर एक बार फिर ‘शशिनाथ झा’ का भूत

दिल्‍ली/रांची: गुरूजी पर फिर से शशिनाथ झा के भूत का खतरा मंडराने लगा है। तीन साल पहले हाई कोर्ट ने उन्‍हेंशशिनाथ झा मर्डर केस में रिहा कर दिया था। सीबीआई भी इस मामले से ऊब चुकी थी। लेकिन, शशिनाथ के परिजन कहां माननेवाले थे। उन्‍होंने शिबू की रिहाई वाले हाई कोर्ट के उस फैसले को चुनौती दे दी, जिसे अब सुप्रीम कोर्ट ने सुनवाई का मौका दे दिया है।

सुप्रीम कोर्ट ने झामुमो प्रमुख शिबू सोरेन को अपने निजी सचिव शशिनाथ झा की हत्या के मामले में दोषमुक्त करार दिए जाने के हाई कोर्ट के फैसले के खिलाफ याचिका सोमवार को स्वीकार कर ली।

सीबीआई ने इस मामले में झारखंड के पूर्व मुख्यमंत्री को दोषमुक्त करार दिए जाने को चुनौती नहीं देने का फैसला किया था। सोरेन को एक निचली अदालत ने दोषी करार देते हुए उम्रकैद की सजा सुनायी थी। लेकिन दिल्ली उच्च न्यायालय ने उन्हें दोषमुक्त करार दिया था।

झा की मां प्रियंबदा देवी ने उच्च न्यायालय के फैसले के खिलाफ अपील की थी। लेकिन सीबीआई ने सिर्फ चार लोगों को दोषमुक्त करार दिए जाने के फैसले को ही चुनौती दी थी जबकि मामले में पांच लोगों को दोषमुक्त करार दिया गया था।

झा की मां के वकील क़े सुनील ने कहा कि हमने सभी पांच लोगों की रिहाई के खिलाफ अपील की है लेकिन सीबीआई ने सोरेन की रिहाई को चुनौती नहीं दी है। न्यायमूर्ति अल्तमस कबीर और न्यायमूर्ति ए के पटनायक की पीठ ने प्रियंवदा देवी और सीबीआई की याचिकाओं को स्वीकार कर लिया।

उच्च न्यायालय ने 22 अगस्त 2007 को झा की हत्या से संबंधित मामले में सोरेन को रिहा कर दिया था।

ग्रीनहंट विरोधी नागरिक मंच की जांच रिपोर्ट

रांची: झारखंड में उग्रवाद की समस्‍या पर एक बार फिर सबकी नजर है। एक ओर, नए मुख्‍य सचिव ए के सिंह के हौसले पर सरकार उग्रवाद प्रभावित पलामू के सुदूर गांवों तक पहुंचने का इतिहास बनाने में लगी है वहीं, गैर-सरकारी संगठन उग्रवाद के लिये सरकारी तंत्र को दोषी करार देने और इस समस्‍या से निजात के लिये अहिंसक प्रणाली वाली मांग मनवाने पर अड गये हैं। इस क्रम में सरकार की ग्रीन हंट योजना इनके निशाने पर है। पिछले दिनों ऑपरेशन ग्रीनहंट विरोधी नागरिक मंच पलामू के चतरा जिले का दौरा किया था। उस अन्‍वेषी दल ने अब अपनी जांच रिपोर्ट प्रकाशित की है।

दिनांक 13 जून 2010 को ऑपरेशन ग्रीनहंट विरोधी नागरिक मंच झारखण्ड की एक तथ्य आंवेशी दल ने झारखण्ड के लातेहार जिला अन्तर्गत बरवाडीह प्रखण्ड के लादी गांव का दौरा किया।

दिनांक 27 अप्रैल 2010 को लादी गांव में एक घटना घटी थी जिसमें एक खरवार आदिवासी महिला को गोली लगने से मौत हो गई थी एवं एक चरवाहा घायल हो गया था। इसमें स्थानीय पुलिस द्वारा यह कहा गया था कि यह घटना पुलिस एवं माओवादियों के बीच हुए, मुठभेड़ का परिणाम हैं। इसपर तथ्य आंवेषी दल ने निम्नलिखित बिन्दुओं पर जांच किया:-

भूमिका:

लदी गांव लातेहार जिला मुख्यालय से 60 किलोमीटर एवं बरवाडीह प्रखण्ड मुख्यालय से 22 किलो मीटर की दूरी पर जंगल के बीच में स्थित है। गांव का डाकघर 2 किलो मीटर की दूरी पर है एवं बैंक 15 किलो मीटर की दूरी पर छिपादोहर में स्थित है। लादी गांव मुख्यताः खेरवार बहुल गांव है। इस गांव में 83 परिवार रहते हैं, जिसमें 58 परिवार खेरवार, 2 परिवार उरांव, 11 परिवार पराहिया, 10 परिवार कोरवा, 1 परिवार लोहरा एवं 1 परिवार साव है। इस गांव की जनसंख्या लगभग 400 के करीब है। गांव की अर्थव्यवस्था कृषि एवं वन पर आधारित है, जो पूर्णतः मानसून पर निर्भर करती है। यहां के खरवार समुदाय की दूसरी महत्वपूर्ण पारंपरिक पेशा पत्थर तोड़ना है, जिससे प्रति परिवार को प्रतिदिन लगभग 60 रूपये तक की अमदनी होती है।

इस गांव में एक प्राथमिक विद्यालय है जहां दो शिक्षक नियुक्त किये गये हैं लेकिन यह विद्यालय अक्सर बन्द रहता है, जिसकी वजह से बच्चों को मध्यान भोजन नियमित रूप से नहीं मिल पाता है। यह गंाव आज भी सड़क, बिजली, पेयजल, स्वस्थ्य एवं बुनियादी सुविधाओं से वंचित है। इस गांव में 21 परिवार आदिम जनजातियों (पराहिया एवं कोरवा) का है, जिनके लिए विशेष सरकारी योजनाएं हैं, जिसमें सर्वोच्च न्यायालय ने इन्हें अंत्योदय अन्न योजना से जोड़ने के लिए आदेश दिया है, जिसका झारखण्ड में खुल्ला उल्लंघन हो रहा हे। सरकार के गरीबी उन्मूलन कार्यक्रमों का लादी गांव के लोगों को कोई फायदा नहीं मिला है।

घटना का विवरण:

सन् 2008 में भारत के प्रधानमंत्री डा0 मनमोहन सिंह ने माओवाद की समस्या को देश के आंतरिक सुरक्षा लिए सबसे बड़ा खतरा एवं पूंजी निवेश के लिए चुनौती बताया था। उसी समय से देश के आदिवासी बहुल क्षेत्र जो लगभग 92 हजार वर्ग किलो मीटर को रेड काॅरिडोर (लालगढ़) के रूप में चिन्हित किया गया। इसके बाद माओवादियों को खत्म करने के नाम पर एक विशेष पुलिस आॅपरेशन शुरू किया गया जिसे ‘‘आॅपरेशन ग्रीनहंट’’ का नाम दिया गया। झारखण्ड में भारी विरोध की वजह से यह आॅपरेशन शुरू नहीं किया गया था। लेकिन अंततः 5 मार्च 2010 को सिंहभूम में आॅपरेशन ग्रीनहंट विधिवत रूप से प्रारंभ किया गया।

इसी दौरान लातेहार जिले में भी आॅपरेशन ग्रीनहंट को लागू किया गया, जिसमें 27 अप्रैल 2010 को बरवाडीह प्रखण्ड के लादी गांव के पास पुलिस एवं माओवादियों के बीच हुए मुठभेड़ के बाद पुलिस जवान लादी गांव में घुसे। शांम के लगभग 7ः30 बजे गांव के सभी लोग खाना खाने के बाद सोने की तैयारी कर रहे थे उसी समय गोली चलने की आवाज सुनाई दी। कुछ समय के बाद पुलिस ने ग्राम प्रधान कमेश्वर सिंह के घर को घेर लिया। उसके बाद उनलोगों ने चिला-चिला कर कहा कि घर से बाहर निकलो नहीं तो घर में आग लगा देंगे। इस बात को सुनकर कमेश्वर सिंह का परिवार घबरा कर घर से बाहर निकला। कमेश्वर सिंह एवं उनके पुत्र जयराम सिंह वन विभाग में अस्थायी कार्मचारी हैं जिसकी वजह से वे घर पर नहीं थे। पुलिस की आवाज सुनकर कमेश्वर सिंह का छोटा बेटा विश्राम सिंह (18) दरवाजा खोलकर बाहर निकला। इस पर पुलिस ने उसे पकड़कर पीठ के पीछे दोनों हाथ बांध दिए तथा उसपर बंदूक तान दिया।

उसके बाद पुलिस के जवान ने विश्राम सिंह के भाभी जसिंता देवी से कहा कि घर के अन्दर और कौन है? इसपर उन्होंने एक चरवाहा पुरन सिंह (62) के अन्दर सोने की बात कही। पुलिस ने उसे उठाकर बाहर लाने को कहा। जब जसिंता देवी चरवाहा को लेकर बाहर आ रहीं थी तो पुलिस ने उसके उपर गोली चला दी। गोली उसके सीने पर लगी और वह वहीं ढ़ेर हो गई। पुलिस ने फिर गोली चलायी जो पुरन सिंह के हाथ में लगा, जिससे वह घायल हो गया। लाश देखकर परिवार के सदस्य रोने-चिलाने लगे तो पुलिस ने कहा कि चुप रहो नहीं तो सबको गोली मार देंगे। उन्होंने यह भी कहा कि तुम लोग माओंवादियों को खाना खिलाते हो। घटना के बाद पुलिस तुरंत लाश, घायल पूरन सिंह समेत पूरे परिवार को उठाकर ले गई तथा परिवार वालों को धमकी देते हुए कहा कि लोगों को यही बताना है कि जसिंता देवी मुठभेड़ में मारी गई एवं रैली वगेैरह नहीं करना।

गांव वालों को यह पता नहीं था कि लाश कहां लेे गया। इसलिए गांव वालों ने 28 अपै्रल 2010 को महुआटांड-डलटेनगंज मुख्य सड़क को जाम कर दिया। इसके बाद सदर अस्पाताल, लतेहार में लाश का पोस्टमाॅर्टम होने के बाद पुलिस ने विश्राम सिंह से सादा कागज पर हस्ताक्षर करवाने के बाद लाश को अंतिम संस्कार के लिए परिजनों को सौंप दिया। विश्राम सिंह 4000 रूपये पर भाड़ा में लेकर गाड़ी से लाश को गांव लाया। उसके बाद बरवाडीह के सी0ओ0 द्वारा परिवारिक लाभ योजना के तहत परिवार को 10 हजार रूपये दिया गया। 30 अप्रैल 2010 को मृतक के परिजन एवं गांव वाले जसिंता देवी के हत्या के खिलाफ मुकदमा दर्ज करवाने के लिए बरवाडीह थाना गये लेकिन वहां के थाना प्रभारी रतनलाल साहा ने मुकदमा दर्ज नहीं किया सिर्फ डायरी में सूचना दर्ज किया एवं उन्हें डरा-धमका कर वहां से वापस भेजा।

गांव वालों के विरोध के बाद प्रशासन ने मुआवजा के रूप में 3 लाख रूपये देने का अश्वासन दिया। पुलिस ने इसके लिए एक स्थानीय पत्रकार मनोज विश्वकर्मा (हिन्दुस्तान) को मध्यस्त के कार्य में लगाया। 14 मई 2010 को मनोज विश्वकर्मा मृतक के पति जयराम सिंह को लेकर बरवाडीह थाना गया। थाना प्रभारी विरेन्द्र राम ने जयराम सिंह को एक सादा कागज पर हस्ताक्षर कर 90 हजार रूपये का चेक लेने को कहा। जब जयराम सिंह ने सादा कागज पर हस्ताक्षर करने से इनकार कर दिया तो थाना प्रभारी ने उसे खाली हाथ गांव वापस भेज दिया।

जसिंता देवी की निर्मम हत्या के बाद उसके पति जयराम सिंह का अपने परिवार के लिए आजीविका के संसाधन जुटाने के अलावा उसे एक मां की भूमिका निभानी पड़ रही है। उसके तीन छोटे-छोटे बच्चे अमृता कुमारी (5), सुचित कुमार (3) एवं विभा कुमारी (1) है, जिनका बचपन छिन चुका है अब उनके भविश्य पर ही प्रष्न चिन्ह लग गया है।

प्राप्त  तथ्य:

1 -  मृतक के घर का मुवायना करने से स्पष्ट है कि उसके घर में घुसने के लिए एक ही तरफ से दरवाजा है। घर के दिवाल में लगे दो गोलियों के निशान हैं जो प्रवेश द्वार की ओर से चलायी गई है। मुठभेढ़ की स्थिति में घर के अंदर से दरवाजो की तरह गोली चलायी गई होती। जसिंता देवी के मारे जाने के बाद पुलिस घर के अंदर घुसी एवं छानबिन किया। ऐसी स्थिति में अगर घर के अंदर माओवादी होते तो उन्हें पुलिस पकड़ लेती लेकिन घर में दूसरा दरवाजा नहीं होने की वजह से उनको भागने की कोई संभावना नहीं बनती है। घटना स्थल का मुवायना करने, मृतक के परिजन, चरवाहा एवं ग्रामीणों की बातों से यह स्पष्ट होता है कि जसिंता देवी मुठभेड़ में नहीं बल्कि पुलिस द्वारा गोली मारकर हत्या की गई।

2 -  पुलिस इस घटना को मुठभेड़ का स्वरूप देने का प्रयास कर रही है इसलिए जसिंता देवी की हत्या पर पीड़ित परिवार की ओर से दिया गया आवेदन पर मुकदमा दर्ज नहीं किया एवं मृतक के परिजनों को लगातार धमकी दी जा रही है।

3 -  इस घटना पर प्रशासन की ओर से 3 लाख रूपये देने की बात कही गई है लेकिन जब मृतक के पति जयराम सिंह मुआवजा लेने गये तो उन्हें सादा कागज पर हस्ताक्षर कर 90 हजार रूपये लेने को कहा गया, जिसका स्पष्ट अर्थ यह है कि बरवाडीह पुलिस मुआवजा राशि को हड़पना चाहती है।

4 -  इस घटना के बाद लादी गांव के सभी ग्रामीण दहशत में हैं क्योंकि घटना के बाद पुलिस किसी भी समय गांव में आती है एवं किसी को भी प्रताड़ित करती है। साथ ही साथ जब गांव वाले बाजार जाते हैं तो वहां भी उन्हें पुलिस द्वारा प्रताड़ित किया जाता है।

5 -  कमेश्वर सिंह का चरवाहा पूरन सिंह उर्फ बालेश्वर सिंह इस गोली काण्ड में विकलंाग हो गया है वह अभी भी लातेहार सदर अस्पाताल में इलाज करवा रहा है, जहां वह सशस्त्र बल की निगरानी में रखा गया है। लातेहार के सिविल सर्जन अरूण तिग्गा को यह जानकारी ही नहीं था कि पूरन सिंह किस तरह का मरीज है।

सिफारिश:

1 -  इस घटना की एक उच्च स्तरीय न्यायिक जांच होना चाहिए।

2ण् इस हत्या में शामिल पुलिस कर्मियों पर हत्या का मुकदमा दर्ज कर कड़ी से कड़ी सजा दिया जाये।

3 -  इस हत्या पर मुकदमा दर्ज नहीं करने वाले थाना प्रभारी पर कानूनी कार्रवाई किया जाना चाहिए।

4 -  मुआवजा की राशि हड़पने का प्रयास करने वाले पुलिस पदाधिकारियों पर कानूनी कार्रवाई किया जाये।

5 -  इस मामले को रफादफा करने वाले डी0एस0पी0, घटना के समय तत्कालीन थाना प्रभारी रतनलाल साहा एवं वर्तमान थाना प्रभारी बिरेन्द्र राम को बर्खस्त कर उनपर कानूनी कार्रवाई किया जाये।

6 -  मृतक के परिजनों को 10 लाख रूपये मुआवजा, सरकारी नौकरी एवं उनके बच्चों को निशुल्क शिक्षा एवं घायल चरवाहा पूरन सिंह को 5 लाख रूपये मुआवजा दिया जाये।

7 -  मृतक के परिवार को सुरक्षा मुहैया कराया जाये।

8 -  गांव में बुनियादी सुविधा मुहैया कराया जाये।

9 -  ग्रामीणों पर किये जा रहे पुलिस प्रताड़ना त्वरित रोका जाना चाहिए।

10ण् यह एक घटना नहीं है, इस तरह की घटनाएं झारखण्ड में लगातार घट रही हैं इसलिए अगर इन घटनाओं को रोकना है तो माओवादियों को खत्म करने के नाम पर चल रहे आॅपरेशन ग्रीनहंट को तुरंत बंद किया जाए।

Kidney For Job But No Job

Jobless, Shashikant Patnaik (40) donated his kidney for a civil servant's ailing son on the promise that his wife would be given a government job.
Now Patnaik, his wife Sunaina, and their two minor children are on a hunger strike before the Jharkhand governor,s house in Ranchi protesting the alleged breach of promise by the officer, who they say should be sent to jail.
Patnaik, who is from giridih district, donated his kidney in 2007 to one of the sons of Mohammad Khajamuddin, district superintendent of education (DSE) in Garhwa. The DSE is under suspension now for deralation of duty.
"A probe is on. Action will be taken if the charges are proved," says a spokesman from the Governor's house.
In 2007, when Sunaina did not get the job of assistant teacher, Khajamuddin agreed to push through her case on the condition that Patnaik should donate his kidney to Khajamuddin's son who was on dialysis at ranchi's Apollo Hospital.
Patnaik says that after he gave the kidney Khajamuddin even refused to see him. Khajamuddin could not be reached for his comments.
